Effective February 14, 2003, important changes took effect for red trash can liners used to transport regulated medical waste. The Department of Transportation’s Office of Hazardous Materials Safety has made the following changes under “Hazardous Materials: Revisions to Standards for Infectious Substances”:
For solid hazardous waste that is to be transported from a healthcare facility in a “wheeled cart or other bulk outer packaging (BOP)”, the following (taken from Sec. 173.197 “Regulated medical waste”) applies:
(i) The film bag may not exceed a volume of 175 L (46 gallons). The film bag must be marked and certified by its manufacturer as having passed the tests prescribed for tear resistance in ASTM D 1709-01, Standard Test Methods for Impact Resistance of Plastic Film by the Free-Falling Dart Method (see Sec. 171.7 of this subchapter), and for impact resistance in ASTM D 1922-00a, Standard Test Method for Propagation Tear Resistance of Plastic Film and Thin Sheeting by Pendulum Method (see Sec. 171.7 of this subchapter).
The film bag must meet an impact resistance of 165 grams and a tearing resistance of 480 grams in both the parallel and perpendicular planes with respect to the length of the bag.
It is also worth noting that red biohazard bags placed in carts or bulk outer packaging to be transported on roadways may no longer have a volume greater than 46 gallons. Some of the products affected by this change include 36x58, 36x60, 38x58, 38x60, and 43x47 inch can liners.
For further information regarding these changes,
you may refer to the DOT-Office of Hazardous Materials Safety website at http://hazmat.dot.gov/rules, or contact the DOT / hazardous materials Information Center at 1-800-467-4922. The center is staffed by HAZMAT
specialists who can answer questions about applying the HAZMAT regulations to specific materials and situations.
